Heat the oil in a skillet over medium heat. Add the vegan beef & dry seasonings and break apart with a wooden spoon. Cook for a couple minutes, or until browned. Add the bell pepper, onion, garlic & flour and cook down for 5 minutes, stirring frequently.
Pour in the green chiles, tomatoes, soy sauce & broth. Bring to a boil, lower heat and simmer for 10 minutes, stirring every couple minutes.
Add the vegan cream cheese and mix until combined. Taste and adjust the seasonings as needed.
Transfer to the baking dish and top with the crumbled feta. Place in the oven under the broiler for 3-5 minutes, or until the feta is melted.
Remove from the oven, top with parsley and serve with bread for dipping.

This can be made ahead of time. Complete the steps up until broiling. Allow to cool completely, cover and place in the fridge. Place in the oven at 375 (covered) for 30 minutes. Remove the foil and broil for a few more minutes.
